SIDC's GRADUATE DEVELOPMENT PROGRAMME [GDP]

INTRODUCTION:

Following the Second Stimulus Package announced by YAB Dato' Sri Mohd Najib Tun Razak on 10 March 2009, the Securities Commission (SC) is implementing a new initiative that will create 500 jobs in the capital market for Malaysian graduates.

SC Executive Enhancement and Development (SEED) Programme

The SC Executive Enhancement and Development (SEED) programme, which was launched by Minister of Finance II YB Dato' Seri Ahmad Husni Hanadzlah offers a unique opportunity for the SC to provide training and on-the-job attachment to enhance the employability and career mobility in the capital market for 500 graduates over the next 2 years.

This is in line with the SC's on-going commitment to enhance the competitiveness of Malaysia's capital market industry.

Funded by the SC and the Capital Market Development Fund, the SEED programme comprises three training streams to meet the needs of the capital market:

  1. Graduate Executive Training (GET) - targeted specifically at developing entry level regulators.
  2. Islamic Capital Market Graduate Training Scheme (ICMGTS) - targeted at developing a pool of entry level Islamic Capital Market professionals.
  3. Graduate Development Programme (GDP) - targeted at developing a pool of entry level market professionals.
GRADUATE DEVELOPMENT PROGRAMME (GDP):

GDP or Graduate Development Programme is a programme developed by the Securities Industry Development Corporation (SIDC). Funded by the Capital Market Development Fund (CMDF), the GDP aims to produce ‘entry level market professionals’ who are equipped with the necessary technical and interpersonal skills to enter the capital market industry. These graduates will also be able to sit for the Securities Commission’s licensing examinations to become licensed practitioners.

Objective:

The objective of the GDP is to provide training and on-the-job attachment to enhance employability and career mobility in the capital market for 180 graduates over the next two years.

Importance

At the national level, the GDP programme aims to facilitate the growth of the capital market as an engine for national development through the supply of skilled human capital. This is of utmost importance given the current excess pool of graduates; thus providing a unique opportunity to train and develop them with a long term capacity building perspective. This will ensure that the capital market industry is fully equipped with skilled and knowledgeable employees.

Furthermore, training graduates in the most challenging market conditions in recent history will not only give them a first-hand experience of a market downturn, it will also increase their resilience in the face of adversity.

Uniqueness

The GDP programme is unique as it offers a ';fit-for-purpose' programme for both the participants and the capital market industry. The selection of graduates is conducted with the capital market industry to ensure the participants meet the specific needs of the market.

In addition, right from the start, the aim of the GDP is to develop the participants into qualified licensed practitioners. This is supported by the longer attachment period of 22 months which provides participants with sufficient time to acquire and develop job-specific skills that enhance their employability.

Value

The GDP programme will create a readily accessible pool of employable graduates; all equipped with the necessary capital market knowledge and inter-personal skills to operate effectively in the industry.

In turn, this will reduce the training and development costs for new-entrants into the capital market industry.

Target Participants

The programme is targeted at unemployed graduates from local and foreign institutions of higher learning who are interested to pursue careers in the capital market industry.

Entry Requirements

Selection Criteria

  • Age of 27 years and below
  • Must possess a high level of English proficiency
  • Malaysians with local or foreign degrees with a minimum CGPA of 3.00 in any of the following fields:
    1. Accounting
    2. Banking
    3. Business Study
    4. Economics
    5. Finance
    6. Law
    7. Statistics
    8. Any other related fields
Programme Content

The GDP programme is divided into two general phases:

  1. Phase One: An intensive six-week training course that provides participants with comprehensive technical knowledge and inter-personal skills
  2. Two: A 22-month attachment with the capital market industry intermediaries to gain working experience.

Within these two phases, the participants will go through five distinct steps:

  1. Classroom learning (technical knowledge), workshops (inter-personal skills) and continuous assessment
  2. Preparatory courses for SC's licensing examinations
  3. On-the-job training for practical experience
  4. Licensing examinations at the SC
  5. Licensed practitioners (having successfully passed the licensing examinations)
Benefits
  1. Monthly allowance of RM1,500.00 per month (will be paid by the SIDC)
  2. Gain hands-on exposure via on-the-job training in the capital market industry

  4. Acquire inter-personal skills to meet the demands of the marketplace
  5. Given an opportunity to prepare and sit for the Securities Commission's licensing examinations
Programme Intake

There will be a maximum of 5 intakes. The first 3 intakes took place in July 2009, January 2010 and July 2010. The last 2 intakes will commence in January and July 2011.
