Additional Examinations

SIDC is pleased to announce that there will be six additional examination sessions scheduled in September to December 2008 for all examination modules. The details of the additional sessions are as follows:

Introduction of New Rules and Regulations Modules for Advising on Corporate Finance and Investment Advice

With effect from August 2008, the Securities Industry Development Corporation (SIDC) will be introducing the following three (3) new rules and regulations modules to facilitate individuals who intend to apply for a Capital Market Services Representative’s Licence (CMSRL) to carry on the regulated activity of Advising on Corporate Finance or Investment Advice:

New Combinations of Examinations

With the introduction of the new rules and regulations modules, the combinations of examinations applicable for the respective regulated activities are as follows:

Regulated Activity Applicable Examination
Advising on Corporate Finance Modules 12 & 19; or
Modules 12, 19A & 19B
Investment Advice Modules 12 & 19; or
Modules 12 & 19A

The new combinations will provide greater flexibility for candidates to complete their rules and regulations examinations.

For candidates who wish to apply for a CMSRL to carry on the regulated activity of Advising on Corporate Finance, they will be given the option to complete their rules and regulations module by sitting for Module 19 or splitting it to Modules 19A and 19B.

Those who wish to apply for a CMSRL to carry on the regulated activity of Investment Advice are required to complete their rules and regulations module by sitting for either Module 19 or 19A only. However, if they have completed Module 19A, they are required to sit for Module 19B should they wish to apply for a CMSRL to carry on the regulated activity of Advising on Corporate Finance.

Candidates who have completed their rules and regulations module of Module 19 can apply for either a CMSRL to carry on the regulated activity of Advising on Corporate Finance or Investment Advice.

Cessation of Module 15

Pursuant to the above, the existing Module 15: Investment Advisory (Rules and Regulations) will only be available until end-July 2008. Thereafter, candidates are given the option to either sit for Module 19 or Modules 19A and 19B, which are considered to be equivalent to Module 15.

Candidates who have previously sat for Module 15 are eligible to register for any of the new rules and regulations modules at a re-sitting fee of RM100.

Examination Schedule and Study Outlines for July to December 2008

SIDC is pleased to announce that the examination schedule and the study outlines for all modules for July to December 2008 are currently available at the SIDC website at www.sidc.com.my.

Revision of Study Outline for Module 15

Pursuant to the issuance of new guidelines i.e. Guidelines on the Offering of Equity and Equity-Linked Securities, Guidelines on the Offering of Equity and Equity-Linked Securities for the MESDAQ Market and Guidelines on Principal Advisers for Corporate Proposals in February 2008, the SIDC wishes to inform candidates that effective 10th March 2008, the coverage of Policies and Guidelines on Issue/Offer of Securities in the Module 15 examination will be withdrawn from the current examination syllabus.

Therefore, candidates who wish to sit for the Module 15 examinations in March and April 2008 shall refer to the current study outline with the omission of the coverage of Policies and Guidelines on Issue/Offer of Securities in Section 2 of the study outline.

The revised Module 15 study outline which reflects the changes and contents of the new guidelines will only take effect from 1st May 2008. Candidates who wish to sit for the Module 15 examinations from May 2008 onwards shall refer to the study outline for May to June 2008 to prepare for the examinations.

Candidates to Bring in Their Own Prescribed Reference Materials (PRMs) For Rules and Regulations Examinations

The Securities Industry Development Corporation (SIDC) is pleased to announce that with effect from 1 May 2008, candidates are allowed to bring in and refer to their own PRMs (as stated in Table 1) during the examinations for all Rules and Regulations modules; namely Modules 6,9,11,15,16 and 17. With this policy in place, candidates are advised that the SIDC shall not provide any PRMs to the candidates during the examination.

The PRMs brought into the examination centres by candidates are subject to the following conditions:

  • The PRMs must NOT contain any written notes, attachments or drawings. However, highlights, underlines and updates due to amendments to any provision are permitted;
  • Candidates are strictly PROHIBITED from marking the PRMs (e.g. writing, folding, highlighting, underlining, etc) during the examination; and
  • The invigilators have the right to inspect all PRMs before, during and after the examination.

PRMs which do not conform to the above conditions will not be allowed to be brought into the examination centres. Failure to comply with any of the examination terms and conditions may result in stern action being taken against the candidate.
